Honduras has been making big steps towards the adoption of a true service delivery approach to water, sanitation and hygiene. In 2013 this peaked with the decision by the national government to adopt a new water, sanitation and hygiene policy. The policy provides a clear framework for the service delivery approach and guidance on how to go about increased aid effectiveness.

IRC facilitated the policy development process and is now supporting national government in implementation of the policy. How? 

  • By looking into the actual costs and financing of rural water and sanitation services; We are working on a study on life-cycle costs of water, sanitation and hygiene services, reviewing investments made in the last years. Through an analysis of past expenditures by government, we are coming to a more realistic set of reference figures for investment costs. This is also resulting in a better understanding of gaps in capital maintenance expenditure and thinking of ways to address these. This analysis is expected to lead to the identification of ways to improve efficiency of these investments.
  • by looking into monitoring the service delivery; In 2013 IRC supported the development of the institutional framework for service delivery monitoring through the SIASAR information system and supported the pilot testing and documentation of SIASAR in two municipalities. First steps have been made in bringing this service delivery monitoring together with other monitoring into a national sector performance management monitoring system.
  • by supporting the Everyone, Forever initiative, which is all about the alignment of activities of the members of the Millennium Water Alliance active in Honduras.

 

IRC's partners in Honduras

IRC works closely with Fondo Hondureño de Inversión Social (FHIS), the Honduran Social Investment Fund and the Consejo Nacional de Agua Potable y Saneamiento (CONASA),the National Water and Sanitation Council) on the operationalisation of the water, sanitation and hygiene policy. Collaboration with both government agencies has been formalised through official agreements. 

IRC is partnering other NGOs that are members of the Millennium Water Alliance MWA, in Para Todos Por Siempre, an initiative to reach Everyone, Forever in some 12 municipalities across the country.
