Abstract

It was discovered during Phase I of the Madura groundwater irrigation project that the development and training of water user's associations (WUA's) were crucial to maintain proper functioning of the tubewell system. The system serves approximately 18,800 farmers, about 150 farmers per tubewell. The WUA's are responsible for the organization, maintenance and water management improvements of the system. Future planning such as the eventual increase of irrigated areas and changes in cropping intensity are also the WUA's responsibility. A detailed sociological study was first done to determine the most appropriate procedures for the two day training sessions. Monitoring and follow-up was regularly done during the first year of operation.
