Abstract

The artical states that the world has enough water to meet the basic human needs for potable water and that the problem of lack of access to safe drinking water is thus not technical but institutional. The various institutional shortcomings that limit the ability of the developing countries in Asia to supplying potable water and adequate sanitation are reviewed, and some recommendations for alleviating the institutional difficulties are explored
