Abstract

The Nordic Initiative is a joint contribution by the Nordic countries (Denmark, Finland, Norway, and Sweden) towards the United Nations Conference on Environment and Development (UNCED). The intention being to share in the run up to UNCED the considerable operational experience gained by the Nordic countries in project formulation, planning and implementation. The Nordic countries wanted the strategies and action programme(s) arising from the UNCED preparatory process to not only consider "what to do and who is to do it" but also "how to do it". The Nordic efforts were designed to look at the issue of operationalizing the normally rather general recommendations produced by the United Nations system. A number of case studies are planned to illustrate the lessons learned by the Nordic donor countries.
