Abstract

This gender manual is designed to help non-gender development specialists from government or civil society organizations in recognizing and addressing gender issues in their work. It focuses on the processes of gender mainstreaming which are similar
in all sectoral and regional contexts, and also similar, in some instances, to other processes of social development and organizational change. It provides background ideas and concepts on: gender equality as a development goal; gender mainstreaming as a strategy; an outline history of women, gender and development; and, emerging lessons on mainstreaming gender in national policy frameworks. Practical tools and guidelines are included on the four key steps of gender mainstreaming: [1]: sex disaggregated data and gender analytical information; [2] women as well as men influencing the development agenda; [3] action to promote gender equality; and [4] organizational capacity building and change. The manual arises from and complements the GEM (Genie-Gender Information Exchange) website: http://www.genie.ids.ac.uk/index.htm
