Abstract |
Within the framework of the African Development Bank’s strategic plan (2003-2007) and in response to the Africa Water Vision and the UN Millennium Development Goals, the Bank Group conceived in 2002 the RWSS Initiative, with the view to accelerate access to water supply and sanitations services in rural Africa in order to attain 66 % access to water supply and sanitation in the year 2010 and 80 % by 2015. Access to improved water supply and sanitation services is a necessary prerequisite towards eradicating rural poverty and spurring economic and social development. This accelerated access has to be achieved through increased investment. Higher levels of funding from ODA, national governments and beneficiary contributions have to be mobilized. The enabling policy, the institutional environment and the sustainability of the system have to be improved through training and capacity building. |
