Abstract

This policy brief focuses on the findings from an assessment commissioned by UNICEF India and carried out by IRC and the Centre for Youth and Social Development (CYSD) in two districts in Odisha (Ganjam and Mayurbhanj). The assessment identified the stakeholders and capacities required for the roll out of hand hygiene initiatives at the state level and below. The brief presents key findings on hand hygiene infrastructure and district-level institutions, challenges for hand hygiene promotion. It concludes with key recommendations from a systems perspective focussing on five building blocks: policy & finance, planning, monitoring, institutions and infrastructure.
